February 2016: Contract Project Manager for OnPower, Inc. (OPI), a turbine
generator manufacture in Lebanon, OH. Supported OPI contract with Bechtel
National, Inc. (BNI) to design and construct two turbine generators to be
used for emergency power backup for high-level nuclear waste treatment plant
in Hanford WA. Completed and obtained BNI acceptance of a modified ISO
quality management system and procedures to support required equipment
qualifications and Commercial Grade Dedication for use on a nuclear facility.
Created formal OPI training program and developed and conducted training
sessions. Was also requested to assume lead responsibility to update and expand
upon company safety and health programs to meet other client imposed
requirements. Coordinated, reviewed, and edited 23 written safety and
environmental programs and obtained OPI qualification through ISNetworld, a
company contracted by several OPI clients to verify their subcontractors are
qualified. September 2010 to
January 2011: Aerotek Energy Services contract as Project Manager for
Perma-Fix Environmental Services, Inc. in Oakridge TN. Set up a radiological
and chemical hazard classification, segregation, and lab packing project for
shipping, treatment and disposition of unknown liquid and solid chemical
wastes at the DOE Argonne National Laboratories. Managed a fuel tank API-653
certification project including cleaning, inspection, and repair of two
500,000 gal tanks at the USEC Paducah, Kentucky Plant. November 2009 to
August 2010: Contract Waste Engineer for Energy Solutions at the DOE Paducah
Gaseous Diffusion Plant in Paducah, Kentucky. Drafted Radiological Waste
Management Basis documentation to comply with Department of Energy
requirements. Generated quarterly operating reports for permitted active and
inactive solid waste landfills, conducted Management Assessment of waste
disposition procedures, and responded to DOE comments regarding transportation
and disposal costs in a CERCLA Feasibility Study comparing on- and off-site
disposal. April 2007 through
October 2009: President / Owner of LC FACILI CORE, LLC. Completed
qualification training to be an affiliate of the Resource Association
Corporation to provide consulting and facilitation of programs design to
achieve and measure improvements in leadership, supervision, business
planning, and other business, professional, and personal goals. These
experiences provided new insights into methods for positive behavior
modifications and improved goals planning and measurement. These insights can
be applied to improve performance and efficiency for individuals and
companies. In addition, took the opportunity to refresh understanding of OSHA
regulations by completing certification course work and obtaining
Authorization as an OSHA General Industry Outreach Trainer. November 1993
through September 2006: Over the term, served as Project Manager, Cost Analyst,
and Trainer for Fluor Fernald, the Prime Contractor during decommissioning,
remediation and closure of the Fernald facility. Successfully completed
developing and implementing closure of over 5 waste management facilities.
This including designing, constructing and operating a hydrofluoric acid
neutralization system that demonstrated successful correction actions to
overcome problems previously encountered by other site projects. Also served
as Cost Control Analyst for design and construction of ~$10 million on-site
landfill. Then, as Field Manager of Waste Acceptance Operations, established
oversight program for initial placement of wastes into the landfill. Final
assignment from 2000 to 2006 was as Senior Instructor responsible for design,
development and implementation of ESH, QA, and position qualification
training using A.D.D.I.E. approach. Was retained as last instructor
until project closeout in October 2006. November 1985
through November 1993: Owner/Consultant, Lippitt Consulting. Provided g a
full range of OSHA and EPA compliance consulting to identify, characterize,
and assess ESH hazards and risks for over 22 clients, including manufacturing
operations for printing inks, paper and plastic bags, industrial knifes and
saws, industrial conveyor belts, machine tool and die, outdoor lighting
systems, and plastic injection molding and composite aircraft engine parts.
Provided regulatory interface and coordination for installation of deep well
hazardous waste disposal unit for a chemical manufacturer in Southeast Ohio
and installed and operated landfill gas control system on Superfund site in
Ohio. As an Authorized Asbestos Inspector Planner Ohio Department of Health,
conducted over 6 facility inspections for asbestos to support due diligence
projects for property transfers. After November 1990, limited services were
provided to clients other than Fernald. Suspended consulting services when
hired by Fluor Fernald in November 1993. Best example of value of consulting
services was design and implementation of hazard communications program to
manage hazardous materials and wastes for a client facing over $100,000 in
potential fines for three manufacturing plants in Northern, Kentucky. End
